POSITION:                                       BUSINESS ANALYST

DEPARTMENT:                                MANAGEMENT – CUSTOMER ACCOUNTS

Serves as liaison between CCWA end-users and departments, Information Technology Department and third party software vendors: collects and identifies business needs and requirements and technology enhancements for better efficiencies and current and future planning; facilitates issue resolution within functional and technical groups; coordinates with IT to resolve integrity issues between various database tables; supports the application development life cycle, including requirements gathering, documentation, design, guiding development, informal testing and scheduling deployment. Leads and manages team of subject matter experts: develops, tests, validates, implements and supports design requirements for assigned systems and software, including updates, upgrades, and new systems and software; monitors system and software issues and status reporting; performs and maintains system and software testing to ensure accuracy of the assigned systems and software interfaces; and provides feedback to programmers.

Defines and documents business application requirements for technology enhancements or improved business efficiencies: creates business requirements document and process flow charts. Designs, implements and maintains user security for third party integrated software solutions. Designs, tests, validates, implements, documents and supports custom reporting to support business requirements: Creates, develops and maintains database and reports utilizing application reporting tools and Crystal Reports; and ensures accurate transfer of data. Configures, upgrades or customizes software: adds new configuration to support business process or rate changes, including file and field level database directions; coordinates customizations with software support contacts; sets up software applications, including versions, processing options and data selections; sets up user interfaces, including custom application grids, custom menus, saved queries and watch lists; supports the reporting, testing and rollout of updates, patches and bug fixes; and maintains all customization documentation for future reference.

Provides systems and software training support: coordinates with business teams and training staff to create business process and training documentation; schedules and conducts training; coordinates external software training, as needed; and maintains training records. Manages processes to ensure data retention and data integrity. Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions. Communicates with CCWA officials, supervisor, other CCWA employees, vendors, third party service contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Minimum Qualifications: Bachelor’s Degree in Information Technology, Business, or a related field preferred; supplemented by five years of experience operating and supporting assigned software systems; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position. Business Analysts currently reside in Human Resources, Customer Accounts, and Procurement.

PAYGRADE:                                       22 (Starts at $31.615/hourly)
